Dr. Paula Masters

Dr. Paula Masters is Ballad Health's vice president of health programs, serving in Ballad Health's newly created office of population health. She oversees the implementation of health improvement programming throughout the Ballad Health service area. Prior to Ballad, Dr. Masters was with East Tennessee State University (ETSU), where she served as assistant dean of student services at the College of Public Health and director of the Tennessee Public Health Training Center.

She was also a co-founder of the Center for Rural and Appalachian Health. Dr. Masters has extensive experience in community mobilization, organizational engagement and health promotion and improvement. She spent several years working for governmental public health in the beginning of her career. Paula has a doctorate degree in community and behavioral health from ETSU. She also received her bachelor's degree in health services administration, master's degree in health services management and policy and a health care management certificate from ETSU.
